Dr. Bienvenu AGBOKPONTO SOGLO
Dr. Bienvenu Agbokponto Soglo is a technology executive, policy strategist, and deep tech innovator with over 20 years of global experience. He is Founder & CEO of BICAS, advising governments and companies on AI, 5G/6G, digital transformation, digital inclusion, and future-proof innovation. He previously served as Director of Government Affairs Africa and Principal Engineer at Intel and held senior roles at Qualcomm and Huawei. Dr. Soglo has shaped international digital policy through the ITU, WTO, GSA, and B20, and authored influential studies on Africa’s deep tech ecosystem. Fluent in English, French, and Chinese, he holds a Ph.D. from Tsinghua University and completed Wharton’s Corporate Governance Program.
