Dr. Bienvenu AGBOKPONTO SOGLO

Dr. Bienvenu AGBOKPONTO SOGLO is a seasoned technology executive and deep tech innovator with over 20 years of international experience and leadership across digital transformation, telecoms, the semiconductor industry, and public policy. As the Founder and CEO of BICAS (Pty) Ltd, a deep tech advisory and innovation firm, seeks to partner with governments, companies, and institutions to architect future-ready digital ecosystems that harness cutting-edge technology. 


Before founding BICAS, Dr. Soglo held pivotal leadership roles at Intel, Qualcomm, and Huawei. At Intel, he served as Director of Government Affairs Africa and Principal Engineer, where he led continental policy engagements on AI, 5G/6G, and data governance; and spearheaded the "Intel Digitalize Africa Strategic program".


His current influence extends across several global and continental platforms: 


  • AI Leadership: Co-Lead of the AI Compute Infrastructure Working Group for the Africa AI Council, focusing on sovereign infrastructure and cross-border resource sharing.


  • Startup Growth: Thematic Lead for Entrepreneurship and SME Growth at the ITU Innovation & Entrepreneurship Alliance.


  • Academia & Policy: Research & Innovation Associate at Tshwane University of Technology and contributed to the South Africa’s NACI AI Working Group and the B20 Digital Transformation Task Force.


A recognized thought leader and multilingual strategist (English, French, and Chinese), Dr. Soglo holds a Ph.D. in Control Science & Engineering from Beijing Tsinghua University and completed executive studies in corporate governance at Wharton. His work continues to bridge the gap between cutting-edge innovation and the policy frameworks required to catalyze global digital inclusion.
